refactor: Flatten Flow Control intra-flow policy plugin directory structure #1840
Conversation
Moves intra-flow policy implementations directly into the `plugins/intraflow` package, removing the unnecessary nested directories. This simplifies the import paths and project structure. This is a no-op refactoring.

What this PR does / why we need it:
This PR flattens the directory structure for
IntraFlowDispatchPolicyplugin implementations withinpkg/epp/flowcontrol/framework/plugins/policies/intraflow/dispatch/.... Specifically, it moves everything directly into a newpkg/epp/flowcontrol/framework/plugins/intraflowpackage, removing the need for separate subdirectories and two redundant layers of nesting. This simplifies import paths and the overall project layout.This is a no-op refactoring to improve code organization.
